A Kenosha charitable foundation is listed as delinquent in state corporate records, according to a Nov. 2 report by Kenosha County Eye.
The Mary Lou and Arthur F. Mahone Foundation raises money for scholarships and community events. State Department of Financial Institutions records show the corporation was incorporated as a Wisconsin non-stock corporation on Nov. 26, 2024, with its principal office at 2222 63rd St. in Kenosha and Timothy T. Mahone as registered agent. The state designated it delinquent on Oct. 1, 2026, and no annual reports were on file as of Nov. 2.
The foundation traces its activities to 1999 and says it honors Mary Lou and Arthur Freeman Mahone, longtime Kenosha community leaders. Its stated work includes educational opportunities for young people, scholarship programs, fundraising galas and the HarborPark Jazz, Rhythm & Blues Festival, and it says more than 450 scholarships have been awarded over the years.
Kenosha County Eye said it could not locate an independent 501(c)(3) determination for the foundation in the IRS tax-exempt database. United Way of Kenosha County entered a fiscal sponsorship arrangement with the foundation in February 2025, and United Way's 2024 Form 990 said it would provide financial management and oversight while the foundation awaited an IRS decision. That filing listed $54,333 in expenses associated with the foundation.
In March 2026 the foundation announced leadership changes, named Carthage College President Dr. John Swallow as board president, and said it was still working toward independent 501(c)(3) status.
Delinquent status alone does not establish wrongdoing or mean an organization has been dissolved. Kenosha County Eye said neither Timothy Mahone nor United Way of Kenosha County CEO Selina Gomez-Beloz responded to its questions before publication.
