A Racine County Sheriff's captain is off the job for now. Lt. Mike Luell confirmed to FOX6 on Saturday, Nov. 7, that Capt. Cary Madrigal is on administrative leave pending the outcome of a criminal investigation of another individual and a pending internal administrative review of her actions.

Luell said Madrigal is not the focus or subject of the criminal investigation, and he said the investigation has nothing to do with the election. Madrigal had finished a little more than 2,400 votes away from becoming Racine County's next sheriff.

According to Luell, as soon as outgoing Sheriff Christopher Schmaling learned the relevant information, he turned the related case over to the Kenosha County Sheriff's Office to ensure the integrity of the investigation.

The sheriff's office statement did not explain the details of the case that led to the leave. Earlier in the week, FOX6 learned that the Kenosha County Sheriff's Office had taken over an investigation from Racine County that led prosecutors to charge Thomas Johnson, 51, the district administrator at Union Grove High School, with two counts of child pornography possession.

According to Johnson's criminal complaint, he told investigators that an unnamed Racine County Sheriff's Office employee visited him at his office on Oct. 22, four days before investigators spoke with him, and discussed the investigation with him before it was assigned to Racine County investigators. FOX6 has asked the Racine and Kenosha County sheriff's offices and the Kenosha County District Attorney's Office whether Madrigal is connected to that investigation, and also sought comment from Madrigal, without hearing back.
