A man accused of trying to open a ballot box at Green Bay City Hall did not appear for a court hearing last week because he had already been deported, according to U.S. Immigration and Customs Enforcement.
Rolex Augustin, 32, was charged in Brown County with one misdemeanor count of attempted election fraud, described as opening a ballot box, in connection with a Sept. 21 incident. The charge is an allegation, and Augustin is presumed innocent unless convicted.
An arrest warrant was issued after Augustin did not appear for an Oct. 23 hearing. ICE said he had been ordered removed on Sept. 16, 2025, was detained, and was removed from the country on Oct. 8, 2026. The report said it appears local officials were not notified of his status before the hearing.
According to the criminal complaint, City Hall staff noticed a security seal on the ballot box had been broken. Surveillance video showed a man identified as Augustin approach the box, remove the seal, walk away, return and tug on the door before leaving, the complaint said.
The complaint said the box remained secured, with no damage to the box, door or lock, and that he did not gain entry. The city confirmed no ballots were accessed or compromised.
The complaint also said Augustin told police he did it on purpose because he wanted to be arrested and believed it would result in his deportation to Haiti.
