A Racine-area group, H.O.T. Government, has claimed that Command Central of St. Cloud, Minnesota, runs the county's voting machines.
Records reviewed in the investigation describe Command Central as a vendor that sells, services and supports the equipment. Local clerks said county and municipal staff handle election setup and operations.
Officials said external modems are connected only after polls close to send unofficial results. Paper tapes printed at polling places are used to check the figures.
Officials said Racine County selects the tabulator passwords. Whether the vendor can access them, and the terms of the county's current contract, were not established in the records reviewed.
The county first bought the system in 2017. No record reviewed gave the vendor authority to administer elections.
