A Plymouth School District study released in October projects enrollment will fall by 248 students between June 2026 and 2040, assuming the housing growth included in the forecast actually takes place.
In an alternative scenario with no new housing built through 2040, the study projects a decline of more than 540 students.
The forecast anticipates about 1,303 new housing units across the district by 2040, with most of that growth expected in the City of Plymouth. The district said its consultant worked from neighborhood-level housing estimates and student-per-housing-unit ratios, along with demographic information, municipal plans, recent and pending developments, and conversations with local planners and real estate experts. Open-enrollment assumptions were held to the pattern from the 2025-26 school year.
The projections are a planning tool, not a final enrollment count or a decision about buildings, schedules or services. As separate context, state Department of Public Instruction data listed Plymouth at 1,944 adjusted pupils in January 2026, down 23 from September 2025. The district said it is evaluating the study for further school board discussion.
