The Green Bay Area Public School District has presented a proposed budget that would lower the mill rate from $7.41 to $7.07 while raising the overall levy by 1.22%.

Chief Financial Officer Angie Roble described the plan as balancing rising costs with service to more than 17,000 students. She noted the levy increase is smaller than the increase of more than 5% in the prior budget, and that an individual tax bill will also depend on a home's assessed value.

After recent consolidations, the district reports more than 100 fewer full-time positions and a 1.65% drop in overall salaries, which leaders link to aligning staffing with declining enrollment. The district also budgeted cautiously on special education reimbursement, expecting the state payment to again come in below the stated 45% rate.

The school board is scheduled to vote on the proposal Oct. 26. Separately, voters will decide a four-year operational referendum on Nov. 3; district leaders say a no vote could lead to another attempt in April and to further consolidations or cuts.
