Fox Cities Habitat for Humanity broke ground Thursday on Horizon Crossing, a mixed-income housing development in the village of Fox Crossing.

The project is planned along Jacobsen Road west of Irish Road. Habitat described it as the nonprofit's largest single-site project to date and its first mixed-income development.

Plans call for 56 homes in total. Tom McHugh Construction will build 39 market-rate homes, while Fox Cities Habitat will build 17 homes through its Homebuyer Program with zero-interest mortgages. The layout is designed so no two Habitat homes sit next to each other.

Habitat President and CEO John Weyenberg said the project responds to a shortage of affordable housing in the Fox Cities, and that homeownership gives families a way to build equity that renting does not. Fox Crossing Village President Dale Youngquist said the development is one of several underway in the village to support neighborhood growth.

Land development is expected to cost $2.5 million, with home construction costs not yet finalized. Funding includes support from Community First Credit Union and donor Mary Beth Nienhaus.

About half of the Habitat homes already have families selected. Construction of the market-rate homes is set to begin this fall, with work on the Habitat homes planned to start in 2027.
